Research on the Hierarchical Collaborative Co-Governance Model of"Property Management,Residents Self-governance,and Owners Committee"Led by Party-Building:Taking Heilongjiang Province as an Example
Party-building leads the collaborative co-governance of community"Property Management,Residents Self-governance,and Owners Committee",an innovation in the work model of socialist grassroots governance with Chinese characteristics.To enhance the applicability of the working models established across various regions,this paper starts from the practice of Heilongjiang Province,summarizes and refines the hierarchical collaborative co-governance model of"Property Management,Residents Self-governance,and Owners Committee"in the community led by Party-building.It identifies three representative models:The high-level model of"Party-building leading+Property Management,Residents Self-governance,and Owners Committee"co-construction and co-governance,the middle-level model of"Party-building leading+red property"model,and the bottom-level model of"Party-building leading+Residents Self-governance and Owners Committee".However,there are still problems of insufficient governance elements in the hierarchical governance model.Hence,this paper puts forward suggestions for strengthening the incentive mechanism of Party members and cadres,improving the co-governance ability of owners and residents of social organizations,strengthening the construction of social workers,building red properties,and linking external factors.
