加强党对中国特色新型高校智库建设的全面领导

摘要
[目的/意义]高校智库建设日益成为新时代推进国家治理体系和治理能力现代化的重要内容,而加强党的领导是高校智库建设的必然要求和根本保障.[方法/过程]本文通过文献梳理、比较研究、实地调研以及深度访谈等方式,对四大关键领域进行了重点研究.[结果/结论]研究结果表明:第一,在高校智库组织领导方面,应加强高校党委统一领导、统筹规划,成立专门的校级智库管理协调部门,在党的领导下统筹全校智库建设工作;第二,在高校智库基层党建方面,高校各智库和相关院系应根据机构性质、机构规模、机构定位等不同情况,采取不同的党的基层组织架构;第三,在高校智库人才队伍建设方面,应加强党对智库人才引进的政治把关,改革高校智库人才评价与激励机制;第四,在高校智库咨政渠道方面,可与党政部门通过签订战略合作协议、共建基地、委托研究、专项培训、定期会议以及稿件直报等方式,建立机制化的智库咨政渠道.
Abstract
[Purpose/significance]The construction of think tanks in universities has increasingly becoming an important part to promote the modernization of the national governance system and governance capacity in the new era,and strengthening the leadership of CPC is the inevitable requirement and fundamental guarantee for the construction of think tanks in universities.[Method/process]This article focuses on four key areas through literature review,comparative research,on-site research,and in-depth interviews.[Result/conclusion]Firstly,in terms of organizational leadership of think tanks in universities,it is necessary to strengthen the unified leadership and overall planning of the the university's party committee,establish a specialized school level think tank man-agement and coordination department,and coordinate the construction of think tanks in the entire school under the leadership of the party.Secondly,in terms of grass-roots party construction in university think tanks,various think tanks and relevant departments should adopt different grass-roots party organizational structures based on different situations such as institutional nature,scale,and positioning.Thirdly,in terms of the human resource of think tanks in universities,we should strengthen the Party's political background check on talent introduction and reform the evaluation mechanism of think tank talents.Fourthly,in terms of political consultation channels for think tanks in universities,institutionalized channels can be established with party and governmental departments through strategic cooperation agreements,co-building bases,commissioned research,special training,regular meetings and direct submission of advice.
