马来西亚智库对"一带一路"倡议与"新南向政策"的认知评析

摘要
[目的/意义]研究马来西亚智库对"一带一路"倡议与"新南向政策"的认知,有助于中国大陆把握"一带一路"倡议在东南亚面临的形势,进而优化与完善"一带一路"倡议.[方法/过程]本文选取马来西亚战略与国际问题研究所和马来亚大学中国研究所作为智库样本,对其发布的14 份有关"一带一路"倡议和 5 份有关"新南向政策"的研究成果进行分析.[结果/结论]马来西亚主流智库认为:"一带一路"倡议带来了区域联通的机遇、促进了马来西亚的基础设施建设与经济发展效率;"新南向政策"具备科技、软实力等方面的优势,旨在减少对中国大陆的经济依赖,并通过加强与东南亚国家的关系以此扩大中国台湾地区所谓的"国际空间".总体而言,马来西亚主流智库对两者的认知均以正面评价为主,经济利益、民意与社会舆论则是其认知的主要动因.
Abstract
[Purpose/significance]The study of Malaysian think tanks'cognition of the Belt and Road initiative and the"New Southbound Policy"can assist Chinese mainland in understanding the challenges of the Belt and Road initiative in Southeast Asia,thus enabling the optimization and improvement of the initiative.[Method/process]This article takes the Institute of Strategic and International Studies of Malaysia and the In-stitute of China Studies of the University of Malaya as the sample for analysis,and analyzes fourteen research reports on the Belt and Road initiative and five research reports on New Southbound Policy published by them.[Result/conclusion]According to the Malaysian think tanks,exemplified by think tanks such as ISIS and ICS,the Belt and Road initiative has brought opportunities for regional connectivity,infrastructure development and economic development efficiency in Malaysia.Taiwan's"New Southbound Policy",with its advantages in tech-nology and soft power,aims to reduce economic dependence on Chinese mainland and expand Taiwan's"in-ternational space"and influence by strengthening relations with South and Southeast Asian countries.Overall,mainstream think tanks in Malaysia tend to have a predominantly positive perceptions of the Belt and Road ini-tiative and"New Southbound Policy",with economic interests,public opinion and public opinion as the main motivations for their perceptions.
