摘要
[目的/意义]本文旨在分析数字技术在智库决策咨询中应用及其可能给智库带来的改变,并预测未来智库的发展图景.[方法/过程]本文从数字技术在决策领域的应用切入,探讨了数字技术赋能智库决策咨询的过程机制,剖析了智库数字化转型及其关键问题,展望了智库数字化转型的未来图景.[结果/结论]未来的数字智库就是智能决策系统,智能化、无人化和学习型的数字智库将成为未来智库决策咨询的主导方式.未来智库决策咨询的重点将是建设、维护和不断升级智能决策系统.智库专家的主要任务将是研究决策者和智库专家的智能并将其转化为算法,以及就智能决策系统提出的决策支持方案给出决策建议.决策者、智库专家及各类智库工作者都须适应智库数字化转型.
Abstract
[Purpose/Significance]The purpose of this article is to analyze the application of digital technology in think tank decision-making consultation,its potential impact,and the future development prospects of think tanks.[Method/Process]This article examines how digital technology is applied in the decision-making field,explores the process mechanism of empowering think tanks with digital technology for consultation,analyzes the digital trans-formation of think tanks and its key issues,and discusses the future prospects of think tank digital transformation.[Result/Conclusion]This article believes that the future digital think tanks will function as intelligent decision-mak-ing systems,and intelligent,unmanned,and learning-based digital think tanks will become the dominant mode of decision-making consultation.The focus of future think tank decision-making consultation will be on building,main-taining,and continuously upgrading intelligent decision-making systems.Think tank experts will primarily study the intelligence of decision-makers and other experts,converting it into algorithms and providing decision recommen-dations on the proposed solutions by intelligent decision-making systems.Decision makers,think tank experts,and various types of think tank workers must adapt to the digital transformation of think tanks.
