多元族群社会治理共同体的构建路径研究——基于赋能型治理视角

[目的/意义]随着经济全球化的加速推进,我国出现多元族群聚居的各类社区,由于文化差异、语言障碍、体制机制等多方面原因,多元族群社会治理成为基层治理难题.本文通过探寻多元族群社会治理共同体构建的路径和方法,为其他国际化商贸城市多元族群社会治理提供借鉴.[方法/过程]本文基于系统组织理论,运用半结构访谈法,按照赋能型治理的研究视角,以浙江省义乌市江东街道这一典型多元族群聚居区域为研究对象,运用案例法进行回溯性追踪.[结果/结论]本文提出了党建引领的组织赋能、创新变革的机制赋能和情感嵌入的心理赋能,构建了以政府负责为主导、以社会自主为核心、以情感培育为保障的赋能型共治模式,为深入推进多元族群社会治理共同体建设提供了理论支撑和路径参考.
Abstract
[Purpose/Significance]With the acceleration of economic globalization,various communities with diverse ethnic groups have emerged in China.Due to cultural differences,language barriers,institutional mechanisms and other reasons,social governance of diverse ethnic groups has become a problem of grassroots governance.In order to explore the path and method of building a community of social governance of diverse ethnic groups,this paper provides reference for the social governance of diverse ethnic groups in other interna-tional commercial cities.[Method/Process]Drawing on the systemic organization theory,this paper employs a semi-structured interview method and focuses on an empowering governance approach.It uses Jiangdong Street in Yiwu City,Zhejiang Province,a representative multi-ethnic area,as a case study for retrospective tracking.[Re-sult/Conclusion]This study proposes a governance model featuring organizational empowerment guided by Party leadership,mechanism empowerment through innovative reforms,and psychological empowerment via emotional integration.This model,leading with government responsibility,centered on social autonomy,and underpinned by emotional support,offers theoretical foundations and practical pathways to advance the development of a cohesive multi-ethnic social governance framework.
