国际科学传播机构的科普智库功能发挥与价值实现——以美国科学促进会(AAAS)为例

摘要
[目的/意义]科普智库建设是全民科学素质行动的条件保障,是强化科普能力的重要环节.明晰国际知名科学传播机构的智库功能发挥方式有助于提升我国科普智库能力,建设具有中国特色的高端科普智库.[方法/过程]本文对美国科学促进会"科学传播+"战略进行案例深描,从决策咨询、理论创新、知识服务、公共外交、舆论引导、人才储备6个智库功能维度加以分析.[结果/结论]研究发现美国科学促进会主要通过以下方式实现其价值:构建多元化的政策对话平台,创新公众参与科学的理论,提供面向科学共同体及公众的科普资源,畅通科技工作者的国际交流途径,培育多样化和包容的科学文化,以及培养科学家的公共领导力.在获得国外经验的基础上,本文提出发挥我国科普智库在大科普格局中的转译功能等 6 点促进科普智库社会功能发挥及价值实现的建议.
Abstract
[Purpose/Significance]Science communication think tanks play a crucial role in ensuring the quality of scientific information accessible to all individuals and serve as a vital link in strengthening science com-munication capabilities.By examining the functions of internationally renowned science communication institu-tions,we can enhance the capabilities of China's science communication think tanks and establish a high-end think tank with Chinese characteristics.[Method/Process]Through a comprehensive analysis of the"Science Commu-nication+"strategy implemented by the American Association for the Advancement of Science,we explore six key dimensions of think tank functions:decision-making consultations,theoretical innovation,knowledge service,public diplomacy,public opinion guidance,and talent development.[Result/Conclusion]This paper reveals that think tanks demonstrate their value by establishing platforms for multi-policy dialogues,fostering public engage-ment in scientific theories through innovative approaches,providing science communication resources to both the scientific community and the general public,facilitating international exchanges among scientists,promoting a diverse and inclusive scientific culture,and nurturing scientific leadership within the public sphere.Drawing from the experiences of other countries,we put forward six suggestions for the social functioning and value realization of science popularization think tanks in China,such as giving full play to the translation function of science popu-larization think tanks in China's large science popularization landscape.
