摘要
[目的/意义]加拿大亚太基金会是加拿大最具影响力的专注于加拿大和亚太地区关系的国际事务类智库之一,并且在亚太"二轨外交"实践上表现非常活跃.深化对此类加拿大智库的理解,有助于为中国特色新型智库的建设工作提供经验和启示.[方法/过程]本文通过文献分析法和网站调研法,对加拿大亚太基金会的基本运作情况及其亚太"二轨外交"实践活动进行分析总结.[结果/结论]加拿大亚太基金会的亚太"二轨外交"活动具有形式多样的特点,在组织和参与"二轨外交"会议论坛、与区域性组织合作、智库间往来、派遣商业代表团、维持和亚太国家政府的沟通合作等方面取得重要成果,对中国的国际事务类智库的建设工作具有重要借鉴意义.
Abstract
[Purpose/Significance]The Asia-Pacific Foundation of Canada is one of the most influential Ca-nadian think tank in international affairs,focusing on Canada's relationship with the Asia-Pacific region,and has been highly engaged in the practice of"Track Ⅱ Diplomacy"in Asia-Pacific region.Deepening our understand-ing of such Canadian think tanks can provide insights for the construction of new-type think tanks with Chinese characteristics.[Method/Process]This paper analyzes and summarizes the overall functioning of the Asia Pacific Foundation of Canada and its practice of"Track Ⅱ Diplomacy"in Asia-Pacific through literature research and website research methods.[Result/Conclusion]The"Track Ⅱ Diplomacy"activities of the Asia-Pacific Founda-tion of Canada(APCF)in Asia-Pacific are characterized by a variety of forms.The foundation has achieved signif-icant results in organizing and participating in"Track Ⅱ Diplomacy"conferences and forums,collaborating with regional organizations,engaging with other think tanks,dispatching business missions,and maintaining commu-nication and cooperation with the governments of Asia-Pacific states.These experiences are highly significancant for the development of China's international affairs think tanks.
