摘要
[目的/意义]概念验证是多主体协同的阶段性活动.知识产权管理是协调主体利益关系的重要方式,是实现概念验证助力科技成果转化的重要手段.本文旨在分析概念验证知识产权管理的相关政策和实践问题,构建合理的解决方案.[方法/过程]本文在分析中国概念验证政策的基础上,探讨了对概念验证知识产权管理的理性思考,剖析概念验证知识产权管理的实践问题,并提出问题对策和政策建议.[结果/讨论]研究认为,概念验证知识产权管理要经过"知识产权评估—分析—开发—商业化"的实现机制.当前地方概念验证政策对知识产权管理的重视程度不够,在对知识产权规则、意识和人才方面的关注存在不足.本文从政策落实、管理体系、意识培养、专业人才4个方面,提出推进概念验证知识产权管理的政策建议.
Abstract
[Purpose/Significance]Proof-of-Concept is a collaborative activity involving multiple stakeholders.Effective intellectual property management is crucial for aligning the interests of these stakeholders and enabling proof-of-concept activities to catalyze the transformation of scientific and technological achievements.The purpose of this paper is to analyze the policies and practice issues related to intellectual property management in Proof-of-Concept activities,and to construct rational solutions.[Methodology/Process]This paper analyzes China's Proof-of-Concept policies and discusses rational thinking on the intellectual property management of Proof-of-Concept.It also examines practical problems related to intellectual property management and proposes countermeasures and policy suggestions.[Result/Discussion]The study finds that the intellectual property management of proof-of-concept fol-lows the realization mechanism of intellectual property assessment,analysis,development,and commercialization.The current local proof-of-concept policies insufficiently address intellectual property management exhibiting gaps in intellectual property regulations,awareness,and talent.This paper proposes policy recommendations to promote the intellectual property management of Proof-of-Concept.The recommendations focus on four areas:policy implemen-tation,management systems,awareness cultivation,and professional talent development.
