摘要
[目的/意义]当前世界正处于百年未有之大变局,面对国际秩序的变动及政治经济格局的重构,充分了解全球智库这一重要的政策策源地的现状和发展趋势显得尤为重要.[方法/过程]本文剖析了 On Think Tanks平台发布的《2023年智库行业状况报告》,着重分析了全球智库目前的计划、对政治环境和资金环境的感知,以及智库面临的亟待研究的议题、挑战和需要提升的能力.[结果/结论]多重不确定下的世界思想版图产生了一系列重大变化,全球智库发展遭遇政治、资金环境的双重不确定的影响,新兴技术冲击推动智库研究范式转型,民粹主义思潮下西方智库研究政治化和右翼倾向日趋显著,全球南方国家智库崛起.对此中国智库应当提升应对全球性议题的智库综合能力,构建智库国际交流合作双线型格局.
Abstract
[Purpose/Significance]In an era marked by unprecedented global transformations,it is crucial to understand the current state and development trends of global think tanks,which serve as significant sources of policy formation.This understanding is especially crucial amidst shifts in the international order and the restruc-turing of political and economic landscapes.[Method/Process]This article analyzes the 2023 Think Tank Industry Status Report released by On Think Tanks,focusing on analyzing the current plans of global think tanks,their perception of the political and financial environment,the urgent research issues faced by think tanks,challenges,and capabilities that need to be improved.[Result/Conclusion]The global intellectual landscape has undergone a series of significant changes amidst multiple uncertainties.The development of global think tanks has encountered dual uncertainties in both political and financial environments.Emerging technologies are driving a transformation of think tank research paradigms.Under populist trends,the politicization and right-wing tendencies of Western think tank research are becoming increasingly prominent,while think tanks in southern countries around the world are on the rise.Chinese think tanks should enhance their comprehensive capabilities to address global issues and build a dual-line pattern of international exchange and cooperation among think tanks.
