[Purpose/Significance]Generative artificial intelligence serves as a novel driving force for pro-moting the high-level security of data elements.It acts as a catalyst for the high-quality development of govern-ment data security,and provides a strategic advantage in modernizing the government data governance system and its capabilities.[Method/Process]This study examines the full lifecycle process of the black box,gray box,and white box stages of government data security governance,and analyzes the opportunities and risks caused by the empowerment of generative artificial intelligence in each stage,and further propose response strategies.[Re-sult/Conclusion]Generative artificial intelligence can significantly enhance pre-monitoring and early warning,emergency response during events,and post feedback evaluation.However,it also introduces governance risks such as data leakage,decision-making errors,and crisis of subjectivity.To mitigate these risks,it is imperative to advancing the refined governance of generative artificial intelligence,improving the comprehensive government data security governance system,and cultivating the full chain government data security governance capability are important strategies to ensure the good technology and governance of generative artificial intelligence.
