[Purpose/Significance]The higher education policy process is a complex system structure.The research on the differentiated characteristics of the higher education policy process based on the classification per-spective is of great significance for evaluating the policy effect.[Method/Process]Based on the policy process theory and the network embedding theory,this paper constructs the"Higher Education Policy Process Model from the Perspective of Network Embeddedness",and takes China's higher vocational education policy as a case study to explore the perspective of network embeddedness mechanism of action of the higher education policy process.[Result/Conclusion]The results show that the process of higher education policy is a process of network em-beddedness,and the effect of network embedding of policy is closely related to the development status of weakly related institutions and the degree of policy participation.There are great differences in the institutional character-istics and policy instruments of strong and weak affiliated institutions.Moreover,the structure of higher education policy networks is also influenced by national policy guidelines.Based on this,this paper puts forward the follow-ing views:First,policy implementation in the process of higher education policy is a key link in the embedding of the policy process network.Second,in order to ensure the effect of network embedding in the process of higher education policy,it is necessary to maintain the dynamic synergy between weakly affiliated institutions and strong-ly affiliated institutions.
