摘要
[目的/意义]智库是开展政策理论研究的决策咨询机构和专业力量.以高水平安全保障高质量发展格局,对智库安全治理体系和能力建设提出新要求.智库安全治理与国家安全治理现代化体系建设息息相关,开展智库安全治理的风险挑战及对策路径研究具有重要意义.[方法/过程]本文基于总体国家安全观的整体性安全视阈,深入分析智库安全治理的价值意蕴,运用风险社会理论探讨当前我国智库安全治理存在的风险挑战,为规避智库安全风险、强化智库安全治理水平提出对策路径.[结果/结论]智库安全是国家安全的重要组成部分.当前我国智库安全治理面临外部环境风险加剧、智库数字化转型、智库安全治理体制机制不健全等困境.从环境风险、技术风险和制度风险三个角度出发,本文提出防范与化解外部环境风险、强化数字化智库安全治理技术支撑和完善智库安全治理制度规范等智库安全治理的针对性对策,以提升中国特色新型智库安全治理水平和建设质量.
Abstract
[Purpose/Significance]Think tanks are decision-making consulting institutions and profes-sional entities engaged in policy research.To ensure high-quality development with high-level security,new requirements are imposed on the security governance system and capacity building of think tanks.The security governance of think tanks is closely related to the construction of a modern national security governance sys-tem,and conducting research on the risks,challenges,and countermeasures of think tank security governance is of great significance.[Method/Process]Based on the perspective of overall national security,this paper con-ducts in-depth analysis of the value and significance of think tank security governance,and applies the theory of risk society to explore the risks and challenges in the current security governance of think tanks in China.It proposes countermeasures to avoid security risks in think tanks and strengthen the level of think tank security governance.[Result/Conclusion]Think tank security is an important component of national security.Current-ly,the governance of think tank security in China is facing several challenges,including heightened external environmental risks,digital transformation of think tanks,and inadequate institutional mechanisms for respond-ing to think tank security.From the perspectives of environmental risk,technological risk,and institutional risk,targeted measures for think tank security governance are proposed to prevent and resolve external environmen-tal risks,strengthen technical support for digital think tank security governance,and improve the norms of think tank security governance systems,in order to enhance the level and construction quality of distinctive new se-curity governance in Chinese think tanks.
