[Purpose/Significance]The construction of digital rural areas is a new task that has emerged along with the development of digital technology and is one of the important paths for rural revitalization in Chi-na.Systematically reviewing and summarizing the policy tools and policy tool combinations for digital rural area construction is of great practical significance for promoting rural revitalization.[Method/Process]This paper uses grounded theory method to analyze 15 policy documents issued by central and provincial governments on digital rural development and constructs a framework for policy tool selection in digital rural development.It also ana-lyzes the preference of policy tools and their combination use in digital rural development.[Result/Conclusion]The three commonly used policy tools are constructive policy tools,supportive policy tools,and guiding policy tools.The content-oriented constructive policy tools,which focus on governance of digital rural areas,farmers,and agriculture,constitute the first preferred sequence of use;the supportive policy tools with a support orienta-tion and the goal-oriented guiding policy tools constitute the second and third preferred sequences of use,respec-tively.The three policy tools form a three-in-one policy toolbox,with the constructive policy tools as the core,the supportive policy tools as the support,and the guiding policy tools as the leading force.They interact and connect with each other,jointly promoting the construction of digital rural areas in China.
