[Purpose/Significance]Think tank recommendations are an important reflection of the social ser-vice function of universities.Whether universities can effectively transform their academic research expertise into think tank recommendations is the key for them to respond to the development needs of the Party and the country,and serve the major strategic needs of the country.[Method/Process]This article draws on the theory of knowl-edge supply chain and proposes a knowledge supply chain model for the transformation of academic research in universities into think tank recommendations.By analyzing case studies,it examines the bottlenecks at various stages of this transformation process,focusing on how universities contribute to think tank recommendations and support national strategic needs.[Result/Conclusion]This study identifies four dimensions of values,scientific methods,organizational system design,and management operation,and analyzes the internal mechanism at dif-ferent stages of transforming academic research into think tank recommendations.These findings provide insights and practical guidance for improving the efficiency and quality of academic achievement transformation into poli-cy recommendations.
