[Purpose/Significance]This study aims to explore the participation of think tanks in the forma-tion and dissemination of Japan's national security policies under the pathway of Japan's"Kondankai"(Advisory Council),and to clarify the role of think tanks in it.This research can enrich and develop the theoretical methods of think tank research,while also providing valuable experience and inspiration for the construction of new think tanks in China.[Method/Process]This study analyzes how the constantly changing decision-making patterns in Japan's policy structure since the early 1990s have influenced the role of think tanks.By examining the discourse surrounding Japan's national security during the second Abe administration and the composition and views of expert groups,this study delves into the participation of think tanks in the debate on Japan's national security and collective self-defense decisions,as well as their role.[Result/Conclusion]This article elucidates the relationship between the changes in post-war Japan's political system and the structural conditions under which think tanks play a role in the decision-making process of the Japanese government.It reveals that in an increasingly competi-tive era,think tanks provide policy advice to government departments,help formulate and adjust relevant policies,and other strategies to penetrate the decision-making process through channels such as government"Kondankai".It also demonstrates the consistent and sustained role of key think tank scholars in providing policy advice to Jap-anese decision-makers.
