[Purpose/Significance]This paper aims to explore the significance of constructing the Har-bin-Changchun-Shenyang-Dalian Metropolitan Area(HCSDMA)for the revitalization of Northeast China from the perspective of think tanks,and summarizes the integration suggestions proposed by the China Academy of Northeast Revitalization(CANR).[Method/Process]The study focuses on CANR,reviewing its practical explo-rations in the integration and construction of the HCSDMA.It analyzes the advantages of constructing the HCSD-MA,draws on advanced international experiences in city cluster development,and synthesizes the paths and strategies proposed by CANR for the development of the metropolitan area.[Result/Conclusion]The proposed approaches for the construction of the HCSDMA include formulating a unified development plan,strengthening the role of central cities,establishing regional coordination mechanisms and innovation platforms,creating an in-tegrated transportation network,and establishing an open gateway facing Northeast Asia.
