The Functional Positioning,Practical Landscape,and Optimization Strategies of Legislative Think Tank Construction:A Case Study of Legislative Think Tank Construction in Zhejiang Province
[Purpose/Significance]The construction of think tanks can concentrate wisdom from various fields,harness extensive resources,and improve the quality and efficiency of legislative work.Establishing local legisla-tive think tanks and continuously improving the working mechanism of think tanks can significantly promote the high-quality development of local people's congress legislation.By supporting major legislative activities of the country and launching first-class legislative achievements,it has important value and significance for overcoming central and local legislative difficulties and achieving significant breakthroughs in forward-looking and leading leg-islative theories.[Method/Process]Using the construction of local legislative think tanks in Zhejiang Province as a case study,by combining theoretical research and practical case analysis,this paper demonstrates the construction mechanism and practical experience of this composite legislative think tank,summarizes the functional positioning,obstacles and bottlenecks in the development process of local legislative think tanks,and provides optimization ideas for the construction of local legislative think tanks in China.[Result/Conclusion]This article combines the results transformation and output of composite legislative think tanks,and points out that when local legislative think tanks have other functions beyond theoretical research and decision-making consultation,if the functional differentiation comes from the subdivision and refinement of the think tank's target tasks,then the functions of local legislative think tanks will have a composite effect of improving the quality of local legislation,producing an effect of promoting the development of local legislation beyond ordinary single function legislative think tanks.The construction of local legislative think tanks in China should establish a think tank positioning that focuses on characteristic core,multiple functions,and cutting-edge layout,build a management model that emphasizes multi-party cooperation,optimizes talent allocation,and strengthens internal and external cooperation,and create an innovative service model,strength-en the transformation of achievements,and attach importance to scientific evaluation.
