Review of emissions trading issues and paths to deepen them
Emission trading is a system that makes full use of market mechanisms to control pollution problems,which is in line with the key arrangements of China's 14th Five-Year Plan to mobilize market enthusiasm for ecological and envi-ronmental protection.At present,China has gradually launched more than 20 provinces to carry out the pilot of emission rights trading.However,due to the complexity of emission rights,there are still shortcomings in China's emission rights trading in terms of system construction,total volume control,initial allocation,and market vitality.Based on this,in order to improve the efficiency of emission rights trading and realize the construction of a modern environmental governance sys-tem as soon as possible,this paper proposes an improvement path for emission rights trading based on the analysis of market problems,including improving the system construction,learning from the development of carbon emission rights,and ex-panding market participants.
