数据跨境流动赋能新质生产力:理论机制、关键挑战与实践路径

扩大高水平对外开放,加快数据跨境流动,畅通国内国际双循环,深度释放国内国际海量数据资源价值,将为我国培育发展新质生产力提供独特而重要的助力.本文基于数据跨境流动这一国际视角,从新质生产力的基本内涵、本质特征和催生路径出发,构建了数据跨境流动赋能新质生产力的分析框架,分析了数据跨境流动通过跃升生产要素创新性配置、加速技术革命性突破、促进产业深度转型升级进而催生新质生产力的理论机制,讨论了阻碍数据跨境"流得动"和"用得好"的关键挑战,最后在统筹发展和安全基础上提出了有效促进数据跨境流动和充分释放跨境数据价值的实践路径.
Abstract
Expanding high-level opening,accelerating cross-border data flows,smoothing domestic and international dual circulation,and releasing the value of vast domestic and inter-national data resources will uniquely and significantly bolster China's cultivation of new quality productive forces.From the international perspective of cross-border data flows,this paper constructs an analytical framework of the logical starting point,key pathways,and ultimate destination for empowering new quality productive forces,and explores its comprehensive enabling mechanism of promoting innovative allocation of production factors,facilitating revo-lutionary technological breakthroughs,and promoting the in-depth industrial transformation and upgrade.It is challenging to fully utilize this enabling effect faces due to constraints in"flowing"and"utilizing"of cross-border data.Therefore,this paper argues that the actual practice should respond to both aspects so as to promote cross-border data flows and fully release the value of cross-border data.
