在美国的亚太联盟体系中,日本和澳大利亚凭借能力投射、关系连接、代理制衡三大功能成为美国极其倚重的"南北双锚".日澳既重视维护美国在亚太安全秩序中的领导地位,又有实现地位提升和加强安全保障的意愿.2013年以来,日澳借联盟管理机制处理与美国的矛盾分歧,通过强化防卫能力建设、深化与美国的安全合作、推动对华竞争、引领小多边合作等,推动着亚太权力分配格局重塑、权力关系对抗化和制度上的重叠竞争.然而,由于美国在联盟管理上对日澳拥有不对称优势,两国往往需要服从于美国的亚太战略部署,亚太安全秩序转型不能完全反映两国利益.中国应重视日澳在战略布局中的作用,就地区治理体系改革和建设同日澳深化共识、协调行动.
Abstract
In the US-led Asia-Pacific alliance system,Japan and Australia have become the"Northern and Southern anchors"that the U.S.relies heavily on because of their three major functions of power projection,relationship connection and proxy balancing.Japan and Austra-lia do not only attach importance to the maintenance of leading role of the U.S.in the Asia-Pacific security order,but also have the will to enhance their international status and strengthen security guarantees.Since 2013,Japan and Australia have dealt with conflicts and differences with the U.S.through the alliance management mechanism.They have promoted the transition of the Asia-Pacific security order by strengthening defense capacity building,deepening se-curity cooperation with the U.S.,promoting competition with China,and leading minilateral cooperation.This is specifically reflected in the reshaping of power distribution pattern,facili-tating power rivalry,and intensifying institutional overlap and competition.However,the U.S.maintains asymmetric advantages over Japan and Australia in alliance management,thus the two nations usually need to comply with the strategic deployment of the U.S.,and hence the transition of the Asia-Pacific security order cannot fully reflect their interests.China should attach importance to the role of Japan and Australia in strategic layout,deepen consensus and coordinate actions with them on the reform and construction of the regional governance system.
