Since the Biden administration came to power,the United States has strengthened its involvement in the South China Sea issue by promoting the construction of mini-multilat-eral mechanisms,resulting in a flourishing minilateral cooperation in the Indo-Pacific region.The Biden administration's South China Sea policy inherits the core logic of the Trump admin-istration.At the same time,there have been new changes and developments in the depth of minilateral cooperation,security strategy planning,and the use of military force.On the one hand,the Biden administration has newly established a series of minilateral security mecha-nisms,such as the trilateral security partnership between Australia,the UK,and the United States,SQUAD,and the trilateral security partnership between Japan,Philippines,and the United States.On the other hand,the Biden administration has comprehensively upgraded QUAD,deepened the U.S.-Japan-South Korea and U.S.-Japan-Australia trilateral relations.Its construction of a minilateral cooperation in the South China Sea issue has impacted the multi-lateral norms and effectiveness of"ASEAN's centrality",Although the United States has attempted to build a minilateral cooperation to contain China,the overlapping content of coop-eration and the different intentions and willingness of members to participate will limit the role of the relevant minilateral cooperation.
