Chinese Modernization of National Governance:A Holistic Conceptual Framework
The Chinese modernization of governance is the bedrock of building a comprehensively modernized socialist country by providing governance structure and governance capabilities in enabling the Chinese nation to realize the great rejuvenation. This article introduces a holistic conceptual framework for understanding the Chinese approach to modernizing national governance. The framework is comprised of the following:"The Pen-tagon",with the five tenets to national governance expressed in its value,guiding principles,system of gover-nance,capabilities and performance evaluation;"The Two Orders"of self-awareness and self-initiative;"The Four Components",which comprise of Values-based Party Leadership,a capable government,an efficient mar-ket and a cohesive society;"The Six Major Systems"include the system of overarching leadership of the Party,system of division of labor among state institutions,system of governance for government functions,the armed forces system,system of administering local governments and system of societal governance;"The Five Capabil-ities"encompass the realms of decision-making,implementation,administrative and fiscal support,account-ability monitoring and enforcement as well as risk-management;whereas"The Three Perspectives"of contem-plating modernization of national governance are at the macro,meso and micro level. The Chinese approach to modernizing national governance is of unique significance globally in terms of its thought leadership and its im-plementation,which has in turn been pivotal to advancing the Chinese modernization.
