摘要

拥有超大规模且极具增长潜力的统一市场,是大国经济发展的巨大优势和应对变局的坚实依托,作为数字经济时代的公共产品,新型数字基础设施能够有效畅通经济大循环,为全国统一大市场建设提供底层支撑,进一步培育和发展新质生产力.一方面,新型数字基础设施可以有效降低市场交易成本、提高市场协同匹配效率以及构建"虚拟"网络市场推动商品市场一体化,为新兴技术创新和未来产业培育发展构建更加庞大的市场需求与丰富的应用场景,加快形成新质生产力的技术和产业变革.另一方面,新型数字基础设施可以有效畅通资本和劳动要素流动并降低市场垄断程度,推动各类新质生产要素畅通流动、高效配置,在推动要素市场一体化中加快推动新质生产力的效率变革.未来要着力于:以新型基础设施布局优化带动区域经济市场联动;形成全国一体化新型数字基础设施建设的制度保障体系;加大统一市场的制度供给,形成"新型数字基础设施+全国统一大市场"合力,激发新质生产力的新潜能.

Abstract

Having an enormous and burgeoning potential within a unified market is a tremendous advantage for the economic growth of a large nation and a robust support in the face of changing circumstances. In the era of the digital economy,new digital infrastructures serve as a"public good",efficiently facilitating the macroeco-nomic cycle and offering foundational support for the establishment of a national unified market,thereby foster-ing and developing new quality productive forces. On one hand,these new digital infrastructures can significant-ly reduce market transaction costs,enhance market collaboration and matching efficiency,and establish a"vir-tual"online market to advance the integration of commodity markets. This creates a substantial market demand and a diverse range of application scenarios for the innovation of emerging technologies and the nurturing of fu-ture industries,accelerating the technological and industrial transformation towards new quality productive forc-es. On the other hand,these infrastructures can effectively ease the flow of capital and labor,decrease market monopolies,ensuring the smooth movement and efficient allocation of a variety of new production factors,and hastening the efficiency revolution of new quality productive forces. Looking ahead,the focus should be on opti-mizing regional economic market linkages through the strategic placement of new infrastructure,establishing a nationwide integrated system of institutional guarantees and financial support for the construction of new digital infrastructures,and increasing the supply of unified market institutions. This will form a synergistic force of"new digital infrastructure+national unified large market",propelling the development of the national unified market and unleashing the new potential of new quality productive forces.
