Technological change plays a significant role in the development of political Party organizations. The empowerment of political Party organizations by digital technology is primarily manifested in four aspects:data collection, data sharing, data processing, and data application. An analysis of practical cases of"smart Party building"indicates that digital technology empowerment is driven by"data-driven"dynamics,propelling Party organizations to exhibit new development trends and characteristics in terms of technological carriers,organiza-tional structures, operational mechanisms,Party member management, and services to the masses. From the per-spective of practical effectiveness, digital technology enables grassroots Party organizations to transition from vague management to clear governance, from individual advancement to pluralistic co-governance,from empiri-cal judgment to data-driven decision-making,and from passive response to proactive service. These transfor-mations are of great significance in enhancing the management,coordination,decision-making,and service ca-pabilities of grassroots Party organizations. However,it is also necessary to be vigilant against technical gover-nance risks such as new digital divides, technocratic formalism, and data security.
