摘要

针对装备任务书在不同层级产品间逐级下达的"穿透力"问题,阐述了好的任务书应具备的特征,并结合实例分析了任务书"下达走偏"和"回答失真"的情形,从"推广三级评审模式""明确任务主导性""约束是否全面是关键""攥紧设计余量,加严分歧指标"4个方面阐述了提高任务书"穿透力"的思路.

Abstract

In response to the issue of"penetration"in the step-by-step issuance of equipment task books among products at different levels,this paper elaborates on the characteristics that a good assignment should have,and analyzes the situations of"deviation in issuance"and"distorted answers"in the assignment through examples.The ideas for improving the"penetration"of the task book are elaborated from four aspects:"promoting the three-level review mode""clarifying task dominance""key issue for constraints are comprehensive or not""tightening design margins,and tightening divergence indicators".
