Research on Goal-oriented Zonal Lumen Caps and Allowances Approach
In order to deal with the insufficiency of the prevailing regulatory framework for light pollution control based on establishing limitation on local sources represented by the CIE,the regulations of zonal lumen caps and allowances are summarized and the light pollution control effectiveness of the two different technical approach used in the Northern American system is analyzed;the complementary indicators of lumens are used to improve longitudinal transmission of core indicators for life-cycle management of urban lighting;the"caps+allowances"approach optimized is proposed through the framework of land use after setting immission limits according to the top-down policy to lead to a more scientific lighting planning in practice.In addition,the light source spectrum has the largest influence on the determination of caps,which is higher than the shielding classification of the lamp and the locations for lighting environment management area.
