Energy Rights Trading System and Urban Energy Consumption
The Energy Rights Trading System(ERT)system has injected new vitality into the energy consumption side,facilitated market-oriented transformations in energy usage,and provided a solution and experience with Chinese characteristics.The Energy Rights Trading System(ERT)provides China's program and evidence.This paper takes ERT as a quasi-natural experiment and u-ses panel data from 278 Chinese cities from 2006 to 2020 to assess the policy effects of ERT on ur-ban energy consumption.The study finds that energy consumption intensity in the pilot cities has decreased by an average of 2.5%,and energy structure green substitution has increased by an aver-age of 14.3%.The policy effect has benefited from the technological innovation effect and the indus-trial squeeze effect,but it is also affected by differences in the degree of regional de-coalization,re-source endowment and industrial attributes.Further research finds that there is a spatial spillover effect of ERT on urban energy consumption,and the radiation of policy effects is strengthened by technology and industry spillovers.The research findings provide more theoretical value and empiri-cal evidence for summarizing the effectiveness of current energy rights policies and accelerating the green transformation of urban energy.
