Influence of human capital allocation on the green development of regional economy
[Objective]The rational allocation of human capital has become the primary source and fundamental driving force for achieving green coordination and rapid growth in regional economy.In order to maximize the impact of human capital and achieve green,high-quality economic development,the current status of green development in regional economies were examined,and the strategies to improve the distortion in human capital allocation were explored.[Method]By constructing an input-output index system,the non-angular and non-radial SBM model and Malmquist-Luenberger index were used to measure the level of regional economic green development in various provinces and cities of China from 2000 to 2021.Based on that,a dynamic panel model and system GMM estimation method were used to examine the relationship between human capital allocation and regional economic green development.[Result]1)During the inspection period,the green development of regional economy showed temporal and spatial differences in China.In terms of time evolution,there was an ineffective state of green development of regional economy from 2000 to 2021,showing a positive trend of first decreasing and then increasing,and it showed a characteristic dominated by the eastern coastal areas in space.2)The distortion of human capital allocation had a significant negative impact on the green development of regional economy,the higher the degree of mismatch,the stronger its inhibitory effect on the green development of regional economy,and this inhibitory effect was more significant in regions with fierce market competition.3)At meanwhile,the distortion of human capital allocation suppressed the negative impact of green technology innovation on regional economic green development.[Conclusion]The countermeasures and suggestions are as follows:1)Eliminate barriers to human capital flow and accelerate the structural reform of factor markets;2)Take measures according to circumstances to promote the matching of human capital with regional development;3)Guide the human capital elements flow towards green technology innovation activities and maximizing innovation effects.The research findings can provide theoretical basis and practical support for improving the misallocation of human capital in China and promoting green development of regional economy.
