The review of the development history of Chinese think tanks shows that the modern think tank in China has experienced a change process from scratch to more and increasing importance.It can be divided into two stages and shows the characteristics of top-down and demand-side dominance,and also brings structural problems such as the lack of diversification of think tanks and functional problems such as uneven distribution of research forces.In this regard,it should be reconstructed with the help of the theory of limited technical governance,the think tank should be regarded as a limited expert politics,and the six principles should be implemented:think tank should be as a limited tool,as an institutional force,controlled democratically,and think tank should tolerate noise,be as a progressive project,be balanced by experts.This will help to construct an operational limited think tank system and contribute to the construction the new think tank with Chinese characteristics.
