The development of emerging science and technology can greatly promote human health,social life quality and environmental sustainable devel-opment.At the same time,the uncertainty and risk of its development also pose certain challenges to human survival security and self-value identifica-tion.In order to prudently develop emerging technologies,it is not only necessary to propose solutions from the level of national policies and regulations,but also to put forward countermeasures from the concept and principle of science and technology governance.Through in-depth comparison of"responsi-ble research and innovation"and"precautionary principle",it is found that the two focus on the ethical regulation of the responsible subject or the techni-cal object respectively,but the organic integration of the two is helpful to the formation of an all-round and whole-process ethical governance,so as to construct the framework of ethical governance of emerging technologies,in order to achieve the development goal of science and technology to the good.
