Exploration of Scientific and Technological Regulation of the Maritime Community with a Shared Future
The role of science and technology in the process of global ocean governance has an obvious dual nature and needs to be regulated.Because of containing the humanistic logic of global ocean governance,the maritime community with a shared future resolves the dual paradox of seeking national in-terests and global interests in the process of using science and technology,defines the value orientation of using science and technology,provides security for the use of science and technology,sets up a bottom-line of responsibility for the use of science and technology,and determines the development ethics of the use of science and technology.The rationality of science and technology is rebuilt so as to break the western countries"technology alliance"sup-pression and blockade,which embodies the prospect of a just solution to the marine"tragedy of the commons".The construction of the Maritime Science and Technology Cooperation Organization should be China's strategic vision to implement the concept of the maritime community with a shared future and trigger a scientific and technological paradigm revolution to solve the dilemma of global ocean governance.
