Against the backdrop of a paradigm shift in innovation and the reshaping of the global competitive landscape,national innovation systems are characterized by high dynamism,strong uncertainty,and an open system feature of negative entropy flow.Emerging entities with interactive capabilities continue to surge,and a new system structure is being rapidly restructured.Based on a systemic perspective,this paper explores the realistic transforma-tions of the innovation environment and the evolutionary logic of national innovation systems.A septuple-framework coupling"government,industry,ac-ademia,research institutions,financial institutions,intermediary agencies and users"is constructed,and a constructive analysis of its static structural characteristics and nonlinear motion features is conducted,aiming to facilitate the effective operation of national innovation systems and the strategic layout of autonomous innovation capability construction.
