Why is the Precautionary Principle of Responsible Research and Innovation(RRI)Failing?:Taking the Event of Nuclear Waste water Discharge into the Sea in Japan as an Illustration
The precautionary principle,as the meta-principle of Responsible Research and Innovation(RRI),aims to emphasize that risk-prevention is the essence of"responsible"in dealing with innovation and research risks.Japan's irresponsible discharge of nuclear sewage into the sea reflects the failure of the precautionary principle of Responsible Research and Innovation(RRI).The concrete manifestation is the non-activation and non-re-sponse at the level of principle and practice framework.The reasons lie in the homogenization of interests of stakeholders,the declining trend of scientific rationality,and the absence and dilemma of new dialogue mechanism.The continuous practice of the concept of"responsible research and innovation"needs to face the dilemma and seek consensus on notions,concepts and methodology.
