负责任研究与创新(RRI)预防原则缘何失能?——以日本核污水排海事件为例

摘要
预防原则作为"负责任研究与创新"(RRI)的元原则,旨在强调在应对创新与研究风险方面防患于未然才是"负责任"的本质内涵.日本此次不负责任的核污水排海行动反映了"负责任研究与创新"(RRI)预防原则的失能.具体表现在原则层次和实践框架层次上的未启动与未响应.原因在于利益相关者的利益同质化、科学理性的式微趋势、新的对话机制的缺位与困境等."负责任研究与创新"理念的继续践行需要直面困境,谋求观念、概念以及方法论上的共识.
Abstract
The precautionary principle,as the meta-principle of Responsible Research and Innovation(RRI),aims to emphasize that risk-prevention is the essence of"responsible"in dealing with innovation and research risks.Japan's irresponsible discharge of nuclear sewage into the sea reflects the failure of the precautionary principle of Responsible Research and Innovation(RRI).The concrete manifestation is the non-activation and non-re-sponse at the level of principle and practice framework.The reasons lie in the homogenization of interests of stakeholders,the declining trend of scientific rationality,and the absence and dilemma of new dialogue mechanism.The continuous practice of the concept of"responsible research and innovation"needs to face the dilemma and seek consensus on notions,concepts and methodology.
