聚落生态危机中"应急伦理"的韧性研究

摘要
聚落中生态危机引发危急事件的常态化频发趋势,将应急伦理倒逼入理论视阈中.通过对危急之困进行的理论与实践梳理,凸显出应急伦理的理论缺位;从应急到伦理的澄明,立足于事件本体、发生机理与科学认识的基础上,探讨风险、安全与应急的关联,明确应-急不仅是人类的(生物)应激反应,更是在危机中反思人的发展方式的世界观与方法论;进而选取聚落中生态危急的"应急"事件进行复盘与研判,分析生态危急事件中应急行动原则的优位与失范,探索应-急伦理及其行动的韧性原则,为中国式现代化进程中人居聚落的绿色发展提供预制的伦理规范与行动准则.
Abstract
In the settlement of the frequent occurrence of emergency events,the emergency ethics have been forced into the theoretical threshold.Through the theoretical and practical combing of the critical difficulties,this paper highlights the theoretical absence of emergency ethics;from the contingency to the clarity of ethics,based on the basis of the event ontology,occurrence mechanism and scientific understanding,it explores the connection between risk,safety and emergency response.It is not only the human(biological)stress response,but also the world outlook and methodology to reflect on the hu-man development mode in the crisis.Then it selects the ecological emergency"emergency"event in the settlement for review and analysis,analyzing the superiority and anomie of emergency action principles in ecological crisis events,exploring the resilience principles of response-urgent ethics and its ac-tions.It provides prefabricated ethical norms and action norms for the green development of human settlements in the process of Chinese modernization.
