Epistemological Examination of Public-expert Cooperation
In context of contemporary social governance,it has become a universal political consensus and phenomenon to include the public in the gov-ernance process of social affairs and to realize cooperation with experts.However,the cooperative governance model constructed on the basis of traditional epistemological logic has always been difficult to achieve the expected results.With the help of the explanation of the social nature of the concept of knowl-edge and the plurality of knowledge subjects,the epistemological basis of cooperation between the two is reshaped.Under the guidance of this principle,an epistemological way is given to solve the failure of cooperation between the public and experts.Firstly,in the production of governance knowledge,we should realize the coordinated production of the public and experts to build the truthful content of knowledge;secondly,in the dissemination of governance knowledge,we should establish a responsive knowledge dissemination program with the help of the public's emotional factors to enhance the public's cog-nitive ability;lastly,in the application of governance knowledge,the selection of experts and the application of knowledge should be realized on the basis of the public's collective acceptance and trust.
