Cognition and three-dimensional management of three-dimensional spatial resources in sea areas
With the continuous expansion of the scale,depth,and breadth of ocean development and utilization,the concept,attributes,and utilization methods of marine space are constantly evolving and given more connotations.In recent years,the reform of the three-dimensional ownership system for sea areas has been continuously advancing,and there is an urgent need to explore a system that adheres to three-dimensional thinking in the recognition,utilization,and management of sea space.Due to insufficient understanding of the three-dimensional space and its spatial utilization characteristics of the sea area,the current institutional practice lacks sufficient theoretical support.Based on the above,the article reclassifies the types of marine resources from the spatial dimension,dividing them into element class,landscape class,dynamic class,and spatial class,and analyzes the spatial usage characteristics in their utilization process one by one.Moreover,the practical demands for three-dimensional and layered utilization of sea areas were elaborated from three dimensions:project site selection,industrial integration development,and spatial efficiency improvement.Consequently,the spatial characteristics and interrelationships of the three-dimensional layered utilization of the sea area from different perspectives are analyzed,and the vertical slicing of the right to use the sea area is explored.Focusing on the practical issue of defining the vertical sea area,this paper herein analyzes the challenges faced by defining the vertical sea area from two aspects.Furthermore,guided by practice and taking into account the inherent characteristics of sea space and the characteristics of sea use activities,a vertical spatial division approach for sea areas is proposed.Finally,considering both legal and practical perspectives,as well as static and dynamic situations,the concepts of physical space(construction and maintenance space,operation space,and occupied space)and right space in the sea area are proposed,and the relationship between various spaces is clarified.Therefore,a basic framework for three-dimensional management of sea areas has been constructed from the perspectives of defining the vertical scope of the sea area,improving the existing institutional system,coordinating spatial conflicts,and carrying out multi-purpose sea use and three-dimensional spatial planning.
