产业结构升级、政府生态环境注意力与绿色创新效率——基于中国115个资源型城市的证据

绿色创新是实现资源型城市经济可持续发展的有力支撑,探究产业结构升级与政府生态环境注意力对资源型城市绿色创新效率的影响机理,对于破除资源型城市产业发展路径锁定具有重要意义。基于2006-2020年中国115个地级资源型城市面板数据,运用产业结构层次指数、文本分析法与超效率SBM模型,表征并刻画资源型城市产业结构升级、政府生态环境注意力与绿色创新效率的时空演化特征,通过多元线性回归评估资源型城市产业结构升级与政府生态环境注意力提升对绿色创新效率的影响及作用路径。研究发现:(1)资源型城市产业结构升级与政府生态环境注意力增加显著提升了城市绿色创新效率,该结论经过多重稳健性检验后依然成立。(2)从产业结构升级与政府生态环境注意力提升对绿色创新效率的作用效果上看,中、西部城市优于东部城市,再生型、成熟型城市优于衰退型和成长型城市,森林型城市优于油气型、钢铁型、有色金属型和煤炭型城市。(3)资源型城市产业结构升级与政府生态环境注意力增强通过提升经济效益、社会效益和环境效益三个渠道影响城市绿色创新效率的动态变化。
Industrial structure upgrading,government's attention to ecological environment and the efficiency of green innovation:Evidence from 115 resource-based cities in China
Green innovation is a strong support for the sustainable economic development of resource-based cities.Exploring the impact mechanism of industrial structure upgrading and the government eco-environmental attention on the efficiency of green innovation,especially in resource-based cities,is of great significance for breaking the lock in the industrial evolution path.Based on the panel data of 115 prefecture-level resource-based cities in China from 2006 to 2020,this article depicted and examined the spatio-temporal evolution characteristics of industrial structure upgrading,government eco-environmental attention and the efficiency of green innovation,using the industrial structure level index,text analysis and the Super SBM-undesirable model.By using multiple linear regression,this study further assessed the influence and function channel of industrial structure upgrading and the increase of government eco-environmental attention on the efficiency of green innovation in resource-based cities.The results showed that:(1)The industrial structure upgrading and the government's increasing attention to ecological environment significantly improved the efficiency of urban green innovation in resource-based cities,and this conclusion remained valid after multiple robustness tests.(2)In terms of the effects of industrial structure upgrading and the government's attention to ecological environment on the green innovation efficiency,the cities of central and western regions were better than the eastern cities,regenerating and mature cities were better than declining and growing cities,and forest-based cities were better than oil-gas type,iron and steel type,ferrous metal-based cities and coal-based cities.(3)The upgrading of industrial structure and the enhancement of the government's attention to ecological environment affect the dynamic change of urban green innovation efficiency through three channels:economic benefit,social benefit and environmental benefit.
