"资源—资产—资本"视角下乡村生态产品价值实现——基于海口施茶村的田野调查

摘要
自然资源有效利用和生态产品价值实现是振兴乡村产业的核心环节.基于海口施茶村的典型案例研究,以"资源—资产—资本"为视角探索乡村生态产品的价值实现机制.研究发现:乡村自然资源资本化呈现出"价值潜在—价值显现—价值形成—价值变现"的转换路径.村集体首先需要科学判断村庄生态资源的特性,从而促进资源优势内化为与之最适配的特色生态产品;其次需要有效整合外部要素,在村两委、政府部门、工商资本等多方力量的支持下完成资产资本化;最后通过充分的产品市场化来最终实现生态产品在经济、生态以及社会层面的多维价值.本文为乡村自然资源开发研究贡献了新的理论依据和逻辑思路,为发展壮大新型农村集体经济提供了实践启示.
Abstract
The effective use of natural resources and the realization of the value of ecological products are the core links in the revitalization of rural industry.Based on a typical case study of Shicha village in Haikou,this paper explores the value realization mechanism of rural eco-logical products from the perspective of"resource-asset-capital".It is found that the capitaliza-tion of rural natural resources presents the conversion path of"value potential-value manifesta-tion-value formation-value realization".Firstly,the village collective needs to judge the charac-teristics of village ecological resources scientifically,so as to promote the internalization of re-source advantages into matching distinctive ecological products.Secondly,it needs to effective-ly integrate external factors to complete the capitalization of assets with the support of village"two committees"(CPC village committee and the villagers committee),governmental depart-ments,industrial and commercial capital and other forces.Finally,the multidimensional value of ecological products at the economic,ecological and social levels needs to be realized through full product marketization.This paper contributes a new theoretical basis and logical thinking to the study of rural natural resources development,and provides practical inspiration for the development and expansion of new rural collective economy.
