新时期青藏高原生态保护修复策略路径——以青海省为例

青海省70余年的生态建设历经4个阶段,实践形成了"单一生态问题+靶向措施治理""专项生态问题+专项重点生态工程""区域性生态规划+区域性专项管理机构+专项管理办法体系""生态保护修复规划体系+生态治理单元+区域性重点项目"的四种典型生态治理模式。基于问题导向和目标导向,系统提出了"加强科技问题研究和科技基础设施建设、创新理念探索生态保护修复新模式、建立'自上而下'生态保护修复协调机制、强化生态工程全生命周期精细管理、注重建立人地和谐的长效机制"的生态保护修复策略路径,为实现青藏高原生态保护修复科学化、系统化、协同化、精准化、长效化,着力构建青藏高原生态保护修复新格局提供一定的参考。
Study on ecological protection and restoration strategies of Qinghai-Tibet Plateau in the New Era:Take Qinghai province as an example
The ecological construction of Qinghai province over the past 70 years has gone through four stages.The practice has formed four typical ecological governance models,in-clude"Single ecological problem+Targeted engineering treatment","Special ecological prob-lem+Special ecological project","Regional ecological planning+Multi-level special manage-ment organization+System management methods system","Ecological protection and restora-tion planning system+Ecological management unit+Regional key project".Based on problem orientation and goal orientation,four strategic paths are proposed,including"strengthen re-search on scientific and technological issues and develop scientific and technological infrastruc-ture,explore a new model of ecological protection and restoration,establish a top-down coordi-nation mechanism for ecological protection and restoration,strengthen detailed management of ecological projects throughout their life cycle,pay attention to establishing a long-term mecha-nism for harmony between man and land".This will provide a certain reference for realizing sci-entific,systematic,collaborative,precise and long-term ecological protection and restoration on the Qinghai-Tibet Plateau,and striving to build a new pattern of ecological protection and resto-ration on the plateau.
