As a new type of property registration system,data intellectual property registration system requires theoretical explanation and construction of its institutional logic.The pilot of data intellectual property registration should be viewed as a public service behavior aiming at confirming of data property rights and interests.It serves the fundamental function of confirming these rights and interests while also developing crucial and extended functions such as verification,information management,public disclosure,and facilitation of data property rights formation.The object eligible for registration should be data sets legally acquired,processed according to certain rules,having practical value,and open for disclosure.They can be described based on overall situation,physical attributes,and socio-ethical characteristics,with the approach of"formal review+substantive review",and the effect of right publicity and public trust on registration in the future.The data registration pilot should gradually work towards standardizing the system,unifying organizational structure,transitioning from public service to administrative functions to achieve internal system integration.Externally,data registration,coupled with data exchanges,can form a comprehensive system known as"property rights registration+data circulation".
