The interactive development of the factors of production,productive forces,and production relations constitutes the impetus for the advancement of human society.From the classical political economy to the Marxist theory of productive forces and the contemporary theoretical innovation of"new quality productive forces"in China,the factors that drive the development of productive forces have evolved from a"point-like"to a"planar"and now to a"three-dimensional"state.Among the new types of factors and their combination innovations,intellectual property rights(IPR)serve as the core.Developing new quality productive forces requires focusing both on the development of local resources and IP protection,and on transforming IPR into actual productive forces.Additionally,by improving the specialized judicial system for IPR and enhancing the role of the judiciary in fostering new technologies,new models,new business formats,and new fields,a legal environment conducive to the development of new quality productive forces will thereby be created.In the context of new quality productive forces,IPR possess dual attributes as both resource factors and legal rights,making it the primary factor in developing new quality productive forces.
