The modernized industrial system is the structural foundation for new quality productive forces.To promote the development of new quality productive forces,it is crucial to understand the industrial policy attributes of the intellectual property(IP)system and recognize its significant role in fostering innovation within individual industries,enhancing the synergy between upstream and downstream industries,and facilitating the endogenous coupling of industrial clusters.Historically,major IP powers have utilized the IP system,especially the patent system,as an important public policy tool for the construction of industrial system.China,while emphasizing the role of the patent system in stimulating innovation,has insufficient understanding of the industrial policy attributes of the patent system and other IP systems.An in-depth analysis of the pivotal role of IP in building a modernized industrial system can be aligned with the theoretical framework of new structural economics.This analysis should explore how constructing an IP operation system can promote the formation and development of comparative competitive advantages through the combined efforts of effective market and active government,using factor endowment structure as the entry point.Based on this foundational positioning,the strategic approach for building IP operation system involves:promoting industry development through patent navigation,fostering industrial chain development through the industrialization-oriented transformation and application of patents,and encouraging the growth of industrial clusters through the collaborative application of patents within a new coupling relationship between subjects and objects.The approach will support the construction of a modem industrial system.
