The development of new quality productive forces(NQPF)is essential to addressing the changes in primary social contradictions in society and international competition.Led by innovation,NQPF places new demands on workers and means of production.Based on the principle that productive forces determine the relations of production,and production relations in turn affect productive forces,intellectual property law,as an internationally recognized legal institution for regulating the market rights and interests of innovative scientific and technological and cultural achievements,can promote and guide the development of NQPF through the mechanism of rights protection,innovation incentives,balancing of interests,and market-oriented mechanisms.Based on the principle of social primacy and legal secondary,changes in social reality triggered by technological development have brought new challenges to IP law.Consequently,IP law must be improved in terms of institutional concepts and design to provide a more appropriate institutional guarantee for the development of NQPF.
