Plagiarism is considered to be a concept within academic ethics, and it is a form of academic misconducts with fraud and negligence. The implication of plagiarism must be understood from its opposite.Anti-plagiarism means abiding by the academic norms of citation, that is,"acknowledging sources".The function of anti-plagiarism extends beyond copyright protection to include effective way of knowledge management. On the other hand, copyright infringement is a legal issue, and it differs from plagiarism in many aspects, including their scope of application, and therefore, they cannot be simply substituted or confused. However,China's copyright law regards plagiarism as one form of copyright infringement, which leads to the marginalization and dwarfing of academic ethics, and brings confusion to academic activities. While the management of plagiarism does not exclude legal means, they should play their role modestly and restrainedly.Great importance should be attached to the construction of the self-discipline mechanism within the academic community and the function of academic criticism and academic reputation.
