摘要
大规模设备更新和消费品以旧换新实施方案的出台,对释放内需潜力,促进循环经济高速发展有着重要意义.为有效推动废旧物资循环利用,从行业现况、存在主要问题着手,就如何推进天津市废旧物资循环利用体系建设提出相关思考,由支撑体系、框架构建、体系功能提升及保障措施完善4 个方面具体展开,探讨政策实施过程中可以探索与突破的创新路径,为行业高质量发展提供参考与建议.
Abstract
The implementation of equipment renewal on a massive scale and durable goods trade in for new,manifests its significance on unleashing domestic demand potential and propelling the rapid development of circular economy.In order to efficiently promote the utilization of waste materials and resources,this thesis put forward some discussion on promoting Tianjin's waste materials recycling and utilization system construction by embarking on the current circumstances of the industry and the existing major issues from the following four aspects,including system supporting,framework construction,functional improvement of the system and guaranteeing measures refinement.It also discussed about the innovative paths which can be explored and innovated in the policy implementation process,so as to provide reference and suggestions for the high-quality development of the industries.
