Garbage classification is an important means to affect the future development process of cities, solve the dilemma of"garbage siege"and promote the construction of ecological civilization.Based on the sample data of 445 urban residents in Yinchuan City, this paper analyzed the problems of garbage classification from the aspects of their cognitive attitude, effect evaluation, classification willingness and behavioral response, which are mainly reflected in the single publicity and education method of garbage classification, the lack of unified standards for facilities, the imperfect reward and punishment measures, and the lack of motivation for social norms. In view of this, measures such as innovating publicity methods, improving supporting facilities, strengthening policy intervention, improving reward and punishment mechanisms, and building community networks were proposed,in order to provide practical reference for Yinchuan City to improve the garbage classification policy and promote the transformation of residents'classification intentions into actual behaviors.
