以创建"无废细胞"为基础,推进"无废城市"建设

开展"无废城市"建设是深入落实党中央、国务院决策部署的具体行动,是提升生态文明水平、建设美丽中国的重要举措.某地区作为国家"十四五"时期"无废城市"建设试点区之一,科学编制《"十四五"时期"无废城市"建设实施方案》,并以"无废细胞"建设为基础,统筹城市发展与固体废物管理,稳步推进"无废城市"建设.结合某地区"无废城市"建设实施工作,对城市固体废物管理现状进行分析,梳理亟待解决的问题,提出了 一系列针对性的治理策略,着力于提升固体废物治理体系和治理能力现代化水平,积极营造全社会各单元共建共享氛围,稳步推进"无废城市"建设.

Carrying out the construction of"zero-waste city"is a specific action to thoroughly implement the decisions and deployments of the Central Party Committee and the State Council,and an important measure to enhance the level of ecological civilization and build a beautiful China.As one of the pilot areas for the construction of"zero-waste city"during the"14th Five-Year Plan"period,the certain District has scientifically formulated the Implementation Plan for the construction of"zero-waste city"during the"14th Five-Year Plan"period.Taking the construction of"waste-free cells"as the foundation,it coordinates urban development with solid waste management,focuses on improving the modernization level of solid waste governance systems and capabilities,actively creates an atmosphere of joint construction and sharing among all units in the society,and steadily promotes the construction of"zero-waste city".Combined with the implementation of the construction of"zero-waste city"in a certain region,this paper analyzed the current situation of urban solid waste management,sorted out the urgent problems to be solved,and proposed a series of targeted governance strategies,focusing on improving the modernization level of solid waste governance systems and capabilities,actively creating an atmosphere of joint construction and sharing among all units in the society,and steadily promoting the construction of"zero-waste city".
