The term"decisions on legal issues"emerged after the 1982 Constitution removed refer-ences to decrees and has not been a clear legal concept.Officially,such decisions include both legislative and executive decisions.Legislative decisions,made using the creative legislative power,are considered laws.In contrast,executive decisions,which are made under constitutional and legal provisions without law-creating authority,are not laws and do not inherently carry the legal effects associated with laws.From a legal theory perspective,executive decisions should not be governed by the Legislation Law,which primarily regulates the exercise of legislative power.Instead,they should be governed by relevant constitutional or legal provisions granting executive authority.The 2023 amendment to the Legislation Law clarified that decisions on legal issues fall under the Legislation Law,thus limiting such decisions to legislative ones and excluding executive decisions.
