摘要

近年来,受益于国家实施的"一带一路"战略以及推出的"无票免税"和"简化申报"等便利化政策,跨境电商迅速发展,已成为支持"外循环"的重要引擎.然而,我国的跨境电商仍处于初级发展阶段,其中的动植物检疫工作在跨境电商生态链中显得尤为关键,但却面临管理经验不足、法律法规滞后以及检疫手段单一等一系列问题.防范动植物疫情通过跨境电商渠道传播已变得迫在眉睫,以维护国内农林牧渔业生产和生态环境的安全.本研究旨在探讨跨境电商发展过程中出现的动植物检验检疫问题,总结当前海关监管工作所面临的困难和问题,提出具有针对性和合理性的对策和建议,为跨境电商动植物检疫工作提供理论基础.

Abstract

In recent years,cross-border e-commerce benefited from the"the Belt and Road"strategy,"tax exemption without tickets","simplified declaration"and other facilitation policies implemented by the state,has been developed rapidly and became an important engine supporting"external loops".However,the cross-border e-commerce is still in the early stage of development,the animal and plant quarantine work is particularly important in the early developed stage of cross-border e-commerce.But it has faced a series of problems such as insufficient management experience,lagging implementation of laws and reg-ulations,and single quarantine method.Preventing the spread of animal and plant epidemics through cross-border e-commerce channels has became urgent to maintain the safety of domestic agriculture,forestry,animal husbandry,fishery production,and ecological environment.The purpose of this study is to explore the issues of animal and plant inspection and quarantine and summarize the difficulties for China Customs during the regulatory process of cross-border e-commerce.Providing a theoretical basis for ani-mal and plant quarantine in the cross-border e-commerce by proposing targeted and reasonable counter-measures and suggestions.
