Green Finance,Environmental Regulation and High Quality Economic Development:Comparative Analysis Based on Beijing-Tianjin-Hebei Synergistic Development Strategy
The report to the 20th National Congress of the Communist Party of China clearly points out that high-quality development is the primary task of building a modem socialist country in an all-round way.From the coordinated development of regions,it is proposed to build a regional economic layout with complementary advantages and high-quality development.The coordinated development of the Tianjin-Hebei region is an important manifestation of the in-depth implementation of the coordinated regional development strategy,and it is also an important program leading the high-quality economic development of the Beijing-Tianjin-Hebei region.To this end,this paper uses a spatial Durbin model to investigate how green finance and environmental regulation affect the high-quality development of the Beijing-Tianjin-Hebei economy before and after the implementation of the Beijing-Tianjin-Hebei Cooperative Development Strategy from the perspective of spatial spillover effects.Selecting 13 cities in Beijing-Tianjin-Hebei,with the help of panel data from 2008 to 2022,the study finds that the high-quality development of the Beijing-Tianjin-Hebei economy shows the phenomenon of"high-high"and"low-low"clustering phenomenon;green finance and environmental regulation have spatial spillover effects on the high-quality economic development of neighboring regions in Beijing-Tianjin-Hebei,and the spillover is significantly different under different spatial weight matrices;Heterogeneity in the effects of green finance and environmental regulation on urban neighborhoods is significant,and after the Beijing-Tianjin-Hebei coordinated development strategy was put forward,green finance and environmental regulation also significantly improved the level of high-quality development of the Beijing-Tianjin-Hebei economy.The study practiced the major strategy of regional coordinated development and provided an important reference for realizing the high-quality development of the Beijing-Tianjin-Hebei economy.
